JOB RESPONSIBILITIES:
Under direction, recruit, train, and recommend to license or
approve foster and/or adoptive families. Match and place children with
adoptive/foster families as required. Provide case management services to
children in permanent custody. Provide on-going support and guidance to
foster/adoptive families.
QUALIFICATIONS:
Bachelors degree in social work or related field required,
LSW/LISW or eligibility for licensure by the State of Ohio preferred; Adoption
Assessor Certification preferred. Valid Ohio driver’s license (employees who
are required to transport children must present and maintain an acceptable
driving record as defined by Agency policy). This position will be required to
maintain residency within the range of the radio actuated pager system utilized
by the Agency, and within one hour on-site response time of all points of Wayne
County. Relocation, if necessary, must take place by the end of the probationary
period.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of department policies and procedures*; adoption
practice and resources*; financial assistance programs*; social work principles
and methodology; child development; counseling; dynamics of alcoholism and drug
abuse; child welfare casework methods and techniques; mental disorders; legal
requirements related to child placement; available community resources;
interviewing; office practices and procedures. CORE Basic Training and Adoption
Assessor training and certification provided by the State of Ohio must be
completed by the end of the probationary period*. Ability to identify indicators
of abuse, neglect and family dysfunction and their subsequent treatment
approaches; assess child risk levels; knowledge of childhood reactions to
physical abuse, sexual abuse, and neglect and impact on attachment; knowledge of
ORC 3107.083 regarding confidentiality and adoption records; define problems,
collect data, establish facts and draw valid conclusions; communicate
effectively in oral and written form; prepare meaningful, accurate and concise
reports; handle sensitive inquires from and contacts with clients; establish a
good rapport with clients; maintain a good relationship with supervisors and
co-workers. Skills in basic computer literacy, including keyboard and word
processing. Must own, lease, or have immediate access to safe and reliable (per
State Highway Patrol standards) personal transportation to use for work related
responsibilities, including the transportation of children and/or adults.

DUTIES:
PLACEMENT
 | Match placement needs of child with available family
resources within and outside Wayne County |
 | Arrange and facilitate pre-placement visits and respites |
 | Monitor and evaluate placements
through correspondence, collateral sources, and home visits for
continued viability |
 | Act as liaison between agency foster/adoptive families and
other public as well as private agencies with inquiries regarding
children available for adoption |
CASE MANAGEMENT/COUNSELING
 | Insure that foster and adoptive families are in on-going
compliance with state rules and have required training |
 | Provide casework counseling to foster and adoptive
families and/or assigned children as needed |
 | Make referrals, prepare and monitor case plans, maintain
contact with collateral sources |
 | Identify potential disruptions in placements |
 | Assist other caseworkers to develop and implement services
for families including intervention to stabilize placement |
 | Transport clients as needed |
 | Provide post-finalization
supervision to adoptive families |
 | After hours on call in rotation with other
caseworkers |
TRAINING
 | Screen applicants for compliance with state
qualifications for licensure and/or approval as an adoptive family |
 | Develop, organize, and conduct pre-service
training |
 | Locate outside trainers, schedule, and host
on-going training |
 | Review books, tapes, and other resources for
training use |
RECRUITMENT
 | Develop and implement ideas for recruiting foster
and adoptive families |
 | Make personal appearances to support recruitment
efforts |
 | Develop child specific recruitment plans for
children with special needs who are in need of foster care or adoption |
HOME STUDIES
 | Visit homes of prospective and current
foster/adoptive families |
 | Conduct reference investigation, including
criminal background checks |
 | Gather information as required by state rules to
complete home study (i.e. fire inspection, well test, verifications) |
 | Complete written documentation of home study |
 | Complete foster/adoptive home re-certifications,
including home visit and safety audit |
 | Provide documentation and court testimony as
needed |
 | Investigate allegations of foster home rule
violations, document findings, and develop and implement corrective
action plan as needed |
ADMINISTRATION
 | Prepare and maintain records and reports |
 | Dictation of case activities |
 | Participate in Adoption Committee meetings,
general staff meetings, unit meetings, and weekly supervision |
 | Work with staff attorney, attend hearings, and
provide testimony |
 | Participate in training opportunities |
 | Review records of previous adoptees and prepare
summary of non- identifying and medical records for administrative
approval and release and note the same in the record. |
