JOB RESPONSIBILITIES:

Under direction, recruit, train, and recommend to license or approve foster and/or adoptive families. Match and place children with adoptive/foster families as required. Provide case management services to children in permanent custody. Provide on-going support and guidance to foster/adoptive families.

 

QUALIFICATIONS:

Bachelors degree in social work or related field required, LSW/LISW or eligibility for licensure by the State of Ohio preferred; Adoption Assessor Certification preferred. Valid Ohio driver’s license (employees who are required to transport children must present and maintain an acceptable driving record as defined by Agency policy). This position will be required to maintain residency within the range of the radio actuated pager system utilized by the Agency, and within one hour on-site response time of all points of Wayne County. Relocation, if necessary, must take place by the end of the probationary period.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of department policies and procedures*; adoption practice and resources*; financial assistance programs*; social work principles and methodology; child development; counseling; dynamics of alcoholism and drug abuse; child welfare casework methods and techniques; mental disorders; legal requirements related to child placement; available community resources; interviewing; office practices and procedures. CORE Basic Training and Adoption Assessor training and certification provided by the State of Ohio must be completed by the end of the probationary period*. Ability to identify indicators of abuse, neglect and family dysfunction and their subsequent treatment approaches; assess child risk levels; knowledge of childhood reactions to physical abuse, sexual abuse, and neglect and impact on attachment; knowledge of ORC 3107.083 regarding confidentiality and adoption records; define problems, collect data, establish facts and draw valid conclusions; communicate effectively in oral and written form; prepare meaningful, accurate and concise reports; handle sensitive inquires from and contacts with clients; establish a good rapport with clients; maintain a good relationship with supervisors and co-workers. Skills in basic computer literacy, including keyboard and word processing. Must own, lease, or have immediate access to safe and reliable (per State Highway Patrol standards) personal transportation to use for work related responsibilities, including the transportation of children and/or adults.

DUTIES: 

     PLACEMENT

bullet Match placement needs of child with available family resources within and outside Wayne County
bullet Arrange and facilitate pre-placement visits and respites
bullet Monitor and evaluate placements through correspondence, collateral sources, and home visits for continued viability
bullet Act as liaison between agency foster/adoptive families and other public as well as private agencies with inquiries regarding children available for adoption

 

     CASE MANAGEMENT/COUNSELING

bullet Insure that foster and adoptive families are in on-going compliance with state rules and have required training
bullet Provide casework counseling to foster and adoptive families and/or assigned children as needed
bullet Make referrals, prepare and monitor case plans, maintain contact with collateral sources
bullet Identify potential disruptions in placements
bullet Assist other caseworkers to develop and implement services for families including intervention to stabilize placement
bullet Transport clients as needed
bullet Provide post-finalization supervision to adoptive families
bulletAfter hours on call in rotation with other caseworkers

 

     TRAINING

bulletScreen applicants for compliance with state qualifications for licensure and/or approval as an adoptive family
bulletDevelop, organize, and conduct pre-service training
bulletLocate outside trainers, schedule, and host on-going training
bulletReview books, tapes, and other resources for training use

 

     RECRUITMENT

bulletDevelop and implement ideas for recruiting foster and adoptive families
bulletMake personal appearances to support recruitment efforts
bulletDevelop child specific recruitment plans for children with special needs who are in need of foster care or adoption

 

     HOME STUDIES

bulletVisit homes of prospective and current foster/adoptive families
bulletConduct reference investigation, including criminal background checks
bulletGather information as required by state rules to complete home study (i.e. fire inspection, well test, verifications)
bulletComplete written documentation of home study
bulletComplete foster/adoptive home re-certifications, including home visit and safety audit
bulletProvide documentation and court testimony as needed
bulletInvestigate allegations of foster home rule violations, document findings, and develop and implement corrective action plan as needed

 

     ADMINISTRATION

bulletPrepare and maintain records and reports
bulletDictation of case activities
bulletParticipate in Adoption Committee meetings, general staff meetings, unit meetings, and weekly supervision
bulletWork with staff attorney, attend hearings, and provide testimony
bulletParticipate in training opportunities
bulletReview records of previous adoptees and prepare summary of non- identifying and medical records for administrative approval and release and note the same in the record.

 

     NON-ESSENTIAL DUTIES

Other related duties as assigned including but not limited to:

bulletBasic clerical functions
bulletOrganize and attend annual Foster Parent Recognition Banquet
